Choose ONE ofthe topics outlined in this package and write a report in
response.
You will l receive specific instructions and marking guidelines on each report submission as the semester progresses.There are 3 report submissions throughout the term. Refer to your course package for the deliverable dates.
In addition to following the specific directions included with each individual topic, follow these general guidelines:
● The report’ s research must come solely from secondary sources(e.g. books, academic journals, industry articles, brochures, magazines, newspapers, industry reports, TV/radio programs, websites, electronic sources).
· When researching your report, you cannot conduct interviews, facilitate focus groups, call/email/visit companies, or design and administer surveys. You can, however,use previously published material that draws from such sources.
● You must use at least 7 sources in your report. All sources must be documented ethically, following the APA citation system for reports.
● You must use at least 2 graphics in the body of your report. Examples of graphics include tables, graphs, maps, photographs,and now charts.
Graphics on your report cover or report title page are ok to use, but will not count towards the required graphics for your report body.
● Your report must follow proper business conventions and presentation guidelines as discussed in class and outlined in the course textbook.
● For Report Submission #3, you will submit one bound hard copy of the report.
Topic#2: First-past-the-post vs. proportional representation
You and your team members are senior partners at Paragon Consulting Group, a Canadian company based in Vancouver, BC.
Paragon consults in both the public and private sectors, advising organizations in areas including
organizational change, efficiency and quality assurance, policy development, communications, and operational strategy, among others.
Paragon was recently hired by the Liberal Party of Canada for a research report on the question of proportional representation (IPR) for federal elections. Justin Trudeau, the Party’ s leader, wants you to look at the issue
with fresh eyes. He is aware that the NDP will be using it as an issue in the upcoming election, and he wants to know what position on the issue makes most sense. Mr. Trudeau is aware that some recent attempts to do away with
the First-past-the-post (FPTP) system failed. He wants a clear idea of why that is true and whether he should come out in favor of electoral reform, as the NDP has.
Address your report to Justin Trudeau, leader of the Liberal Party, but make sure that you consider the range of possible secondary audiences in this scenario.

· What are the key features of PR schemes used in other jurisdictions?
How have those schemes worked out? Can Canada avoid the problems that other jurisdictions have faced when they changed to PR schemes?
● What impact would changing the scheme have Members of Parliament, the government and the electorate?
● What are the ethical issues here?
● What are the legal issues here?
● What are the financial issues here?
· What are the optics issues here?
● What are the experts saying about the issue?
● What arguments are most likely to be effective in reducing public resistance to either a FPTP Or PR scheme?
● What arguments are most damaging to both FPTP or PR?
● Generally speaking, what costs are associated with any proposed recommendations?
