To conclude the course, it would be interesting to review the area of “contingency planning” as it applies to emergency management and response. As all emergency planners know too well, every crisis brings with it events that are either unanticipated or not properly considered, which can impact significantly the ability of government agencies and first responders to address the emergency at hand. One clear example was the “gas crisis” that was experienced in the New York/New Jersey area in the days that followed Hurricane Sandy.
Research and review the facts surrounding the post Hurricane Sandy gas crisis. What factors led to this situation? What factor(s) exacerbated the problem over the ensuing days? What impact did these events have on the ability of government and first responders to address the hurricane emergency and its aftermath?
Discuss the response of the states of New York and New Jersey to the crisis. How did they differ in their approach to the problem? What solutions were attempted to deal with the situation? Include your own experiences in your discussion and whether you considered these attempted solutions to be responsive to the needs of your community.
As a result of this event, new legislation has been enacted, specifically in New York State, to address this situation. How does this new legislation reduce the potential impact of a similar contingency in future emergencies affecting New York?
