General Instructions
The purpose of this project is for students to study one hazard type in depth, and apply and analyze the four phases of emergency management (mitigation, preparedness, response, and recovery) to that hazard type. As part of this project, students will complete two critical thinking writing assignments in which separate submissions build-upon one another, as well as a presentation. Following a building-block approach, writing assignment #2 will include content from and modifications made to writing assignment #1. Note that the guidelines for the presentation will be provided in a separate document.
Students will be required to utilize the APA Publication Manual, 6th Edition, for these writing assignments. In addition to the manual, APA formatting . Writing assignments will be assessed using the HLS Writing and Analysis Rubric, which may be found in the Writing Guidelines & Grading Rubric folder on Blackboard.
Scenario
You are a member of a regional planning team organized by state and local emergency managers who are required to update the region’s hazard mitigation, emergency operations, and disaster recovery plans. Your team is tasked with investigating hazards to the region and for noting relevant strategies and activities required to mitigate, prepare for, respond to, and recover from those hazards. As a first step in the process, each team member is required to investigate one hazard in depth resulting in a hazard profile. Next, the team will aggregate results from individual team members and analyze the findings to identify regional priorities relating to mitigation, preparedness, response, and recovery strategies and activities.
Identify Hazard Type
Each student will sign-up for a hazard type to investigate as part of this project during weeks #4 and #5 (see the course Schedule). Each student must use a unique hazard type approved by the instructor. The appendix to these guidelines provides example hazard types that may assist students in making selections. Although not scored, this step is required in advance of completing writing assignment #1.
Writing Assignment #1 (Hazard Identification, Risk Assessment, and Mitigation)

- Deliverable Instructions:
The purpose of this writing assignment is to describe: (1) the hazard, (2) the risks related to the hazard, and (3) mitigation strategies and activities. Students are encouraged to use a state, city, county, or municipality as a case study in the paper to help demonstrate activities relating to the phases of emergency management. You are expected to have at least three references from credible sources listed in the References section. Students are expected to write using complete sentences and paragraph format with supporting evidence and information. Your submitted assignment must be free of typographical, spelling, and grammatical errors as well.
This assignment is worth 50 points. Information within this assignment should include the following topics.

A fire in a chemical plant could be caused by human error or the failure of technology, such as a malfunctioning or improperly programmed control system.
