I am a French resident I have just purchased a second hand car from a private person in France

I am a French resident
I have just purchased a second hand car from a private person in France. It was originally an English car but had a current french CT and had a french registration.
I now find that the headlights do not comply and therefore believe the CT was not valid. In order to get a valid CT I need to change the lights which will cost 600-800 euros.
The fact that the car had a french CT led me to believe that the necessary modifications had been made. Is there anything I cando ?
