Florida’s new governor is interested in juvenile justice reform. You are the Secretary for the Department of Juvenile Justice. You have been asked to appear before a joint meeting of the Criminal Justice Committee of the Florida Senate and the Children, Families and Seniors Sub-Committee of the Health and Human Services Committee of the Florida House of Representatives to make a presentation on the state of juvenile justice in Florida and recommendations for reform. Your presentation should include the following items:
Explain the problem and why there is need for concern — look at trend data from the national and state levels to describe what’s happening with juvenile offending. National data can be obtained from the Office of Juvenile Justice and Delinquency Prevention (https://ojjdp.ojp.gov), and state data can be obtained from the FL Dept. of Juvenile Justice (www.djj.state.fl.us). Indicate if there are obvious class/race/gender/other differences that may need attention. You can use other sources, too, if they seem relevant.
After you have described the problem, select the theory/theories that you think best explain why juvenile crime may be increasing or decreasing, and in general, why juveniles may be inclined to commit delinquent acts. Focus on the areas that appear to be the most problematic from your review of the data in step 1. Document the theory/theories from journal articles. You may also use your textbook, but not as the only source. The number of articles will depend on how many theories you write about but have at least 2-3 citations for each one in addition to your textbook if you choose to use it as ell. There are suggestions on the reading list, but you can find others, too.
Then, based on your theory/theories, what might you propose to do about it? Proposed solutions should be evidence-based and relate back to the theory/theories you think are driving the problem. Talk about prevention as well as intervention and rehabilitation approaches that have been shown to be effective. I would recommend using at least 2 sources for each area (prevention, intervention, rehabilitation), but please use more if you find programs/strategies that have been shown to be effective that you think would be good to try locally. Again, there are some sources in the reading list, but please explore — there is new information coming out all the time.
Wrap up with a conclusion summarizing why your proposed recommendations would make a difference and why that would be a benefit for the community.
