In 1987, the nations of the world convened in Montreal to discuss the thinning of the ozone layer. The outcome of this meeting was the Montreal Protocol, an international agreement that obligated governments to develop regulations in their countries that would reduce the production and use of chlorofluorocarbons (CFCs) and other halogen-containing compounds that destroy ozone molecules in the stratosphere. The Montreal Protocol is considered one of the most successful international agreements; we are beginning to see a slow recovery of the ozone layer.
The success of the Montreal Protocol, however, has been overshadowed by our inability to develop a similar agreement to control the production of greenhouse gases implicated in global warming/climate change.
