SCENARIO

 

The United States and its allies plan to hand over security and other responsibilities to the Afghan government after President Hamid Karzai leaves office later this year, as part of a process the U.S.A. and its allies have labelled “Transition”. Afghanistan is still at war and will probably be at war long after 2014. The political, governance, and economic dimensions of this transition, however, will be as important as any developments in the fighting this country has endured.

Analyse economic data to identify the main economic issues faced by Afghanistan from the withdrawal of the USA and its allies in one year’s time. Evaluate, referring to criteria, three (or less, no less than 2) possible economic solutions to the proposed reduction in military and development spending which has long driven the growth of Afghanistan’s fragile economy. Justify your conclusion as to which economic solution is best to combat this reduction in spending. Demonstrate your knowledge and understanding of systems and development by utilising appropriate economic concepts and theories.

 

Stakeholder Options: select one of the following stakeholders to focus the viewpoint of your oral:

• A Minister of the existing Karzai government
• A young Afghan woman
• A tribal elder from a village
• A 20-30 year old in the emerging middle class employed and paid a Western salary
• A successful Afghan business operator
• A contractor of supplies to the allied troops

 

Decision Making Criteria: use a selection of no more than three of the following factors in your analysis of the possible solutions to the proposed cuts in military and development spending that threaten to derail the transition process:

 

1. Fast track the Afghan economic development programs, such as, the National and Regional Resource Corridors Program aimed at developing this country’s vast wealth in resources
2. Continue to improve the education and health standards of Afghan people
3. Offer incentives and support to businesses to develop their trade and investigate export opportunities. Develop complementary industries to support development
4. Develop a job creating infrastructure, such as, increase government spending on economic stimulus projects such as building apartments in regional areas to cope with the projected rapid population growth, such as, in Kabul
5. Maintain some military presence to support the government in maintaining political stability and promote reconciliation between different Afghan ethnic groups
6. Coordinate the efforts of multiple entities, recognising that the United States isn’t the only or even the most significant player in extending a helping hand to Afghanistan. Investigate support from neighbouring countries such as India.

 

In your response, you should address the following:

 

Knowledge and understanding – use appropriate economic terms, facts and concepts outlined in this this unit and apply these terms and concepts to the data you have collected.

 

Investigation – select detailed data from a wide variety of sources to identify the economic issues faced by Afghanistan from the withdrawal of troops and funds and organise the information into a DMM (attached). Thoroughly examine data for completeness, relevance, accuracy and bias. Analyse and interpret patterns in the data and information to determine the main economic issues.

 

Synthesis and Evaluation– include a variety of viewpoints from your chosen stakeholder’s perspective to construct substantial understanding of the economic problems caused through the reduction in support and economic ideas. Appraise the possible solutions suggested in the criteria and draw valid and supported conclusions regarding the most viable remedies to economic issues identified and clearly write a speech.
