Williams & Noguera (2010) emphasize that there is considerably less educational funding allocated for poor children, there are nonacademic needs such as social, psychological, and emotional problems that impact the learning of poor children and there is a lack of resources and expertise available to respond to the academic as well as the nonacademic needs of schools that have a large population of poor children. The Human Services profession is a vital interventional tool that has the responsibility of engaging problem in an effort to help individuals meet their basic physical and emotional (Martin, 2014). Equality within the educational system has been argued ever since integration. There are many individuals that feel that equality has been achieved because schools are no longer separated based on race. Studies have shown this not to be true especially for schools operating in low socioeconomic areas. In a study conducted by Poesen-Vandeputte and Nicalse (2015) three classes of schools are discussed: medium-resource schools, low-resource schools, and high-resource schools. Of these three classes low-resource schools lacked infrastructure as well as quality hygiene and safety. Furthermore, low-resource schools where primarily located in metropolitan areas, had less-qualified school principals and a large amount of the teaching staff was temporary. Due to a lack of funding the quality education for these children is insufficient blocking academic success. These external factors make it difficult for children to achieve their best. Buckingham, Wheldall, and Beaman-Wheldall (2013) further substantiate the results of this study in stating, “not only is a student’s reading achievement predicted by their socioeconomic background, but it is also…associated with the average SES of the school they attend” (p. 203). Human Service professionals must act as advocates or “stewards of change”. Scripture states, “Open your mouth, judge righteously, and defend the rights of the afflicted and needy” (Pro. 31:9, NASB). By acknowledging the inequality of the educational system human services can help create and enforce policies that enhance school facilities, train school principals to be more effective, and generate funds for permanent teaching staff. Many children that manifest maladaptive behavior act out because they have no means to express their feelings in a healthy manner. According to Martin (2014), “if adolescents have neither the opportunity nor the maturity to connect behaviors with feelings, they will be at greater risk of expressing negative feelings in a destructive way” (p. 128). Human Service professionals must correctly identify psychological struggles that children may be experiencing as well as implement interventional measures directly to the child as well as the environment they reside in. Although this may be difficult due to reluctant family members it is necessary for the enhancement of the community. Scripture admonishes us to, “Train up a child in the way that he should go, even when he is old he will not depart” (Pro. 22:6, NASB). This is a task that is not designated for parents alone but for the entire community. As a product of a low socioeconomic environment during my youth I can attest to the difficulty of attaining a descent education. Teachers did not appear to care whether I learned but seemed more interested in teacher evaluations and punching the time clock. My success was due to a passionate and interested third-party, a counselor provided by the Human Services Department of Los Angeles, that I was able to visualize a better future. She saw my needs, guided my training, and taught me to help others.
