This is because the number one generic competency expected of health graduates across many countries by health managers, your potential future employers, is communication skills, both written and oral. Furthermore, integrity and ethical conduct e.g. honesty, accurate referencing and acknowledgement of sources has been found the most important single competency in NSW.
You will also notice that marks for content in this assignment require that students engage in critical analysis, without which a mark of credit or higher cannot be awarded as per UWS Assessment Policy. This means that students must learn to weigh up strengths and weaknesses in academic argument, identifying short comings, limitations and what works well, and questioning of how things are done now. This can be achieved by reading widely and finding current literature from refereed journal articles especially recent international literature. Here current means published in the last five years or from 2010 onwards unless the source is considered a seminal source and therefor worthy of inclusion. Use of ten recent readings is a minimal requirement. The quality of evaluation and ideas to improve upon current practice also identifies students’ ability to critically analyse current literature and practice.

Task
The Independent Hospital Pricing Authority publication The Pricing Framework for Australian Public Hospitals 2015-16 [1] reports how the National Efficient Price (NEP) and National Efficient Cost (NEC) are derived. In a report, summarise these processes. Select any one of the other casemix based payments system from around the world and explain how it is different from the process used in Australia. Report the strengths and weaknesses of each and give your opinion on which is better and why. Remember you have a very limited number of words for this assignment so your report must be brief and succinct.
