Schmalleger (2011) states “the basic purposes of policing in
democratic societies are to (1) enforce and support the laws of the
society of which the police are a part, (2) investigate crimes and
apprehend offenders, (3) prevent crime, (4) help ensure domestic
peace and tranquility, and (5) provide the community with needed
enforcement-related services” (p. 178). An important technique
called intelligence-led policing (ILP) was embraced in 2005 by the
U.S. Department of Justice to employ the American law enforcement
agencies in the battle against terrorism (Schmalleger, 2011).
